A Bill Co-Sponsored by Rt. Hon.Marcus Onobun and the Speaker of the House of Representatives, Rt.Hon.Tajudeen Abbas for the amendment of part 1 of the Second Schedule to the Constitution, scaled through Second Reading in the House of Representatives.
RT. Hon. Marcus Onobun who has ostensibly been on the spot light, as one of the pacesetting Members in the House of Representatives sponsoring landmark bills, Led the Debate on the general principles of the said Bill on the floor of the Green Chambers.

The member noted that Quarantine as provided for in part 1 of the Second schedule to the constitition, has to do with the restriction on the movement of people, animals, and goods which is intended to prevent the spread of disease or pests. It is a very strict isolation to prevent the spread of diseases and safeguard the health of the citizens.
According to the member, Section 9 of the 1999 constitution allows for the alterations from time to time of the Constitution to cater for the ever changing demands of society. He argued that the Exclusive Legislative in part1 of the Second Schedule to the Constitution, is too congested with matters that should concurrently be legislated by states assemblies alongside their federal counterpart. In his submission, Item 54 in the Exclusive Legislative list which has to do with issues of quarantine, affects all layers of government, hence the need for it to be moved to the Concurrent Legislative list in Part 2 of the Second Schedule to the Constitution.
The General Principles of the Bill was unanimously adopted by the House and was resolved to have scaled through second reading.
